Peugeot US Express Crank Rebuild?

First of all, I am not a bike specialist so if I misspeak please forgive me. My wife has a 1980's Peugeot US Express that she has had forever. Recently the pedal crankset has been difficult to turn to the point of almost being frozen. I have not taken it in for an estimate but is this something that can be rebuilt/regreased or am I looking at large $$$?
 
Most likely your bottom bracket is worn out and needs to be replaced. The cost of the cartridge bearing is usually from $20-$50 and the bike shop will charge you about an hour labor. You could do it yourself, but you'd need the proper specialty tools, so you'll be money ahead to let a bike shop do the job. Plus, there are so many different bottom brackets, that you'll likely spend way too much of your time trying to figure out which bearing you need and possibly order the wrong one. My $.02

It's an accomplishment to wear out a bottom bracket, she must ride a ton of miles.
 
I don't think that bike has a cartridge. It may be bearings in a cage and Yes you can service it yourself. Use only synthetic grease.
