The linked article states: "free public charging", DC fast-charging(CHAdeMO and Combined Charging Standard (CCS)) is free too ? Supercharger is free for Tesla vehicles(Model S and Model X), not sure about Model 3 when it comes to Norway sometime in 2019(?) or later.
