Lithium is finicky. When it decides to go unstable it can be quite catstrophic. 140F doesn't seem that high though so it may be possible. Just sitting in a sunny parking it could get it that hot in Texas.
1700 cycles sounds low but it isn't. If electric cars have a 250mile range, and the driver puts on 12,000 miles/year (national average), thats 48 recharge cycles a year. So 1700 cycles would last 35 years. More than enough time. hmmm......These electric thingees are coming along.

Sounds like fires to me. Time will tell.
Batteries in the Nissan Leaf can get to 140F during a quick charge without heating first
Lithium batteries have about 25% of the energy density of dynamite, the older Lithium Ion that were famous for exploding, were as much as 1/3 dynamite. So if one comes apart fully charged, there is a LOT of heat, really quite impressive.
I would worry about high temps and quick charges.
