My Toro is having problems! Blade safety.

My 4 year old Toro Personal Pace is starting to have a problem with the blade safety lever. The engine starts up fine but when I pull the bar down to start the blade spinning, the blade struggles to spin and takes a bit of time to get going. It started doing this about 4 cutting ago and is getting worse. If I spray the deck with the hose and wash it clean the blade starts spinning as soon as I pull the bar down. It only lasts a few times and it is back to not engaging. I have always keept this mower well maintained and cleaned it after every mowing.
Any ideas?

Mowers just don't last these days. My honda was a piece of junk and had all kinds of problems. It lasted 3 seasons till the the self propel went out which cost more to fix then the mower cost new. My Toro has not been much better. Had to fix the key start twice already and now this problem with the blade not wanting to work. My lawn is tiny too and only takes 30 minutes to cut so it is not like I use the heck out of them......oh well LOL!
 
If your yard is small, why go for all that complex stuff that effects life and longevity. Just get a flathead 21"... Lasts well and runs. Easy to fix.
 
Sounds like you may have grass built up inside the belt and pulley. Or the belt is rotted out and needs to be replaced.
 
Have you checked your owners manual for an adjustment proceedure? Sounds an awful lot like something needs to be adjusted. I don't have the blade override on mine, so I don't have that manual.
