No ATF or ATF additive will fix that. If....And it's a big IF the 3/4 clutch hasn't suffered damage & the Input Drum is tight.....Install a "Corvette" 2nd Servo & tighten the 2/4 Band clearance with a Sonnax band apply pin.
The 2-3 shift is Non-Synchronous & requires the 2/4 Band to come off & 3/4 clutch to come on at the same time, If the band releases before the 3/4 clutch can apply....You will get a flare.
The 3/4 clutch is likely burned & well on it's way to complete failure. It's foolish to run one to failure if you plan on having it rebuilt.
