The blaze broke out in the early hours of Thursday at the Lubrizol plant in Rouen - a large factory that is classified as Seveso, or high risk, because of the nature of the chemicals it produces.

Most major corporations have overseas operations...
 
Lubrizol have been in Rouen since the '50s. They also acquired Adibis in the 90s, which was previously part of BP Chemicals in the UK. They have businesses all over the world and their business goes well beyond automotive lubricant additives - they do industrial polymers, pharma, coatings and even personal care products.
