Fuel Issue on 60hp EFi mercury outboard

Engine gets little use maybe 20 hours per year since new. The last time we had it out heading back to the dock the engine stumbled like it was out of fuel. We covered and I went home and since then my FIL tried to start it, crank but no start. No fuel in the fuel filter. I checked all fuses they were ok. I couldn’t hear the fuel pump when key is switched on but I don’t know if I ever could? I know this has a low pressure and high pressure pump but I was wondering if anyone knew how to trouble shoot or eliminate one.
 
It’s EFI, good luck with that.
You will probably have take it to the dealer or someone with the tools and experience to diagnose and repair.
 
I know they don't really recommend putting a primer bulb on some of the EFI engines however my 115 HP Mercury has one on on it. I also put a primer bulb on my kicker motor. Sometimes when mine sits for a while it will lose it's prime and I have to prime it with the bulb. I would put a manual primer bulb on it to get the fuel up to the filter then see if the fuel pump will pull it from there. I am not sure how to trouble shoot those.
 
I have a 2006 50 hp EFI Mercury outboard that I believe is similar to yours. The port side has a bowl type fuel filter, the starboard side has an in-line filter that i had to remove the lower cowl to locate. It had a rubber sleeve over it that made it impossible to see before I removed the cowl. It is before the other filter and if it is clogged the second filter won't get any fuel.
 
What is listed in the owners manual for yearly maintenance. Hard to believe they would bury a filter if it was required to be changed yearly. Any external fuel filter?
 
My '19 60hp EFI Merc has a primer bulb in the fuel line. Pontoon with 30 gal. tank.
I always give the bulb a squeeze to make sure it's full if it has been sitting for a while. Fuel filter is in plain sight on side of engine.
