I went ahead and replaced the worn out front suspension that's been creaking over bad pavement.

I installed new struts (came complete with springs and top mounts), ball joints, and outer tie rods. The car still makes noise in the front end if I go over some really uneven/bumpy pavement at low speeds. What else could it need?

I had an old Mercury Comet that made the worst creaking noises ever. The creaking was coming from a rubber bushing near the base of the front coil spring, likely part of the control arm. It would quiet down for a while if I sprayed it with silicone lubricant. But that squeaking never ended.

Many years later I saw an after-market replacement for the entire unit.

Control arm is what I am thinking also? But it depends on what kind of car/SUV, etc.

It would help if OP mention the car make and model instead of just wandering generality.

Ditto.
I had an Ion and an Elantra that made front end noise.....both times it was worn out Sway end links....

CHeck the control arms bushings! After 6 mechanics, a service tech diagnosed the problem.
