Delivering a car to Pittsburgh tomorrow. Would enter at Breezwood and exit at New Stanton. Their toll calculator EZPass says $12 and $25 for plate reader. Do out of state EXpass holders get the PA rate? Was planning on taking the back roads any way but this may cinch it.

Yes, they do.
At the PA rate? I leaner from experience that more Northeast states charge the cash rate.
At the same rate as other resident holders?
Yeah, if they are on the transponder list "EZ Pass, I-Pass, etc." they get the "discount."
PA charges all EZPass tags the same.
You can use Rt 68, but be prepared for a LOT of hills and additional fuel consumption.
