Does everyone use new bolts for caliper bracket?

Depends on both the application and the condition of the bolts. I have frequently replaced caliper bolts, particularly where specified.
 
I do. Ford usually says they should be discarded and new bolts installed.

I've always thought Ford was off their rocker with some of those recommendations. I'd have gone broke if I chucked all the driveshaft bolts they'd have had me throw away be the time I got my splines on the Ranger lubed to the point the stupid thing wouldn't clunk.

Some are pricey, some are really cheap. The front caliper bracket bolts for my and OP's Super Duty, W710517-S439, are $32 for the box of 4. The driveshaft bolts, N811880-S100, are $5 per bag of 4. I did brake jobs on my Mustang and my mom's Fusion this summer and used all new hardware. None of them were super expensive, at least compared to the rotors and pads on the Mustang.
 
Is this why the caliper bolts on my Chevy Express work van were ungodly tight when I was trying to replace the rotors a few weeks ago? Were they Loctited from the factory? Are my brakes going to come apart on me while I'm driving down the freeway because I reused the bolts with no loctite?

At least I didn't never-sieze them like I was thinking of doing.

No, you're not driving a Ford.

Most of them I've take apart have had threadlock compound on them. As long as they're torqued to spec (and it's usually a pretty beefy spec -- my van is like 125-lb-feet) you'll be just fine.
 
I only use old bolts that I find at the scrap yard because All the new bolts have this warning on them: WARNING: This product contains chemicals known to the State of California to cause cancer and birth defects or other reproductive harm.
