deadbeat neighbor reneged on paying for damages

Talking to my neighbor and the subject of one of our neighbors came up. While riding their Harley's in a group with others neighbor 2 crashed into neighbor 1 and did some damage to bike number 1 causing some minimal but cosmetic damage probably under 1k. Driver 2 says he will pay for damage so no police called. A few days later Neighbor 2 says neighbors shouldnt take money from neighbors as a way to get out of paying. Neighbor 1 is a class guy and says nothing but they dont ride with neighbor one anymore. So for 1k he lost contact with his peers. For the record 1k would do nothing to neighbor 2. Karma served I say.
