Needing a recommendation for a break in oil for a Coleman/tao Tao 196cc mini bike. Calls for 10w30.

Whatever you can get cheap. It'll probably make a lot of metal for a while.

Any conventional will work.

Get some sj or sh rated lawnmower oil.
An oil that ends in 30 should be fine for a mini bike.

Pennzoil {PYB conventional} 30W or 10W-30 change it often at first like after the first tank of gas then every other for 3 quarts of oil. This will flush out the break in ware metals, oil is cheap, and this engine doesn't hold a lot.
