Not fun... why does the filter have to be located above the exhaust and all the suspension components? really tested the flexibility in my wrists.
i wasnt having any issues with fuel delivery but changed it for fun i guess

Tool used were 14mm and 17mm flare nut wrenches
17mm combo wrench
19mm combo wrench
jack
jack stands
catch pan

The day before I sprayed a bunch of penetrating oil on the connections

It is the same as on my 1988 Camry, 1992 Toyota truck and my Dads 1996 Tacoma and my friends 2002 Tacoma. Interesting element I cut mine open as well. It is a better location than in the gas tank.

I need to replace the fuel filter in my Elantra. It is located under the rear seats.

The fuel filter built into the fuel pump assembly was pretty easy in my opinion (read that the OP said this was "not fun"). I've changed it before on other lexuses, and you only lose about a cup of fuel. It helps too if you follow the service manual too which has all the steps, versus a DIY someone puts up that may skip a step here or there.

Plus as noted it probably didn't have much of an effect even after 2decades.

So, based on above statements, overall, i'd say the gas tank is the better location.
