Carb Metering Diaphrams

Two questions:

1.) Why does a dry brittle rock hard diaphram cause fuel flooding? I have laways experianced the exact opposite where you can richen the screws and still run lean.

2.) How can you temporarily rejuvenate a hard diaphram? (if you dont have a spare laying around).
 
1. It might stick or warp pushing or pulling the needle one way or the other, I guess.
2. I've had modest success with soaking in brake fluid before but they didn't last a super long time after that. Maybe try soaking in 2-cycle oil for a bit?
