Is there a cold weather package that may not have been offered since the OP lives in California? In colder regions that option might be the norm.

It appears to me that you think DEF is part of a regeneration process. If so, you misunderstand the operation of diesel emission systems. The SCR and DPF are separate mechanical components working independently by different processes.

DEF is injected continuously into the catalyst(SCR) and reacts with NOX to form N2 and O2. It is not regenerating the catalyst in any way.

The DPF is regenerated when the back pressure in the filter reaches a certain level. Extra fuel is injected either into the combustion chamber or upstream of the DPF to raise the exhaust temperature enough to burn the accumulated soot off of the filter matrix.

That would be some serious malarky if they conditioned heated filter to cold or hot package.
