Back in 2020, I posted my first attempt at fixing a code P0134, no activity detected in sensor 1, bank. The link is below

The code was a soft code or intermittent and after I replace the Electrical Load Detector, the check light stay away from 2-3 days which allow me to pass inspection. The car has no driveability issues at all.
I know need to pass inspection, every 2 years and the code is a hard code. The soonest you start the car it comes back.
Today, I did some more digging and found some interesting results.
AFR unplug at the hardness , Heater+= 12.5 volts Heater / ground - = 2.47 volts
Removed AFR Relay Heater + = 0.00 volts Heater/ ground - = 0.00 volts
The current from the hot side of the heater is making it to the ground cable some where.
