97 geo prizm 1.6L timing belt question

Just replace it.

During the 1990s, both my parents owned cars where the water pump died halfway between the life of the second timing belt.

Why did Toyota make the engine so that the serpantine belt drives the water pump, but pulling off the timing belt is required to replace it?

It's not on these engines. You can replace the water pump without having to take the timing belt off. it's easier to get at the pump with the timing covers off though.
