    Personally not familiar with any CA laws, but if it only needs to meet CA emissions you have options as Nevada, Washington, Oregon cars should also meet the CA emissions requirement. Might be worth a little more research or a trip to the registry to ask what your out of state buying options are?

    If you plan to just replace 1 suggest look on eBay for a used one Buy exact tire brand model with same/similar tread left. Multiple sellers there with good reviews.     Yes I agree that you can almost always get pads in without grinding the ears when they are very snug, but I do not think you should be. They are fine when new, but in a year or year and a half the calipers rust some more, pads get tighter and bind a bit, and you end up replacing rotors and pads...
