BlueSky Fuel Conditioner

My 96 Dodge Ram has always had lousy smog checks, not sure why. I change the plugs regularly, along with oil at smog time. The CA Air Resources board has in the past recommended BlueSky conditioner as a way to pass with an otherwise marginal vehicle, although now I don't see any mention of it on their web site. Its pricey, a search here reveals no mention. Does anyone have any experience with this stuff?

Not sure if CARB really recommended it. Its listed on smogtips.com, but I believe that they can pay for advertising on that site and its not related to CARB or the DMV.
