The newer Chrysler, Dodge, and Jeep vehicles use ATF+4 in their power steering units. If it's red, then it's ATF+4. If it's gold, then any old power steering fluid will top it off.
If you do decide to change out all the fluid, I'd probably recommend ATF+4 to refill it.
If you want, you can completely drain the unit and refill it with ATF+4. It's supposed to give better cold weather performance (like that's an issue for you!), and it doesn't get as aerated and foamy as regular P/S fluid.
When I converted my dad's Dakota, the steering did feel noticeably smoother.
