?Capitol brand tires?

Sunday I bought a new-to-me '03 Toyota Echo and the broker had put on a set of new Capitol N5000 tires on it. I've never heard of these and am wondering if anyone here can shed some light on what these are, who makes them and if they are safe to use.

So far I have only about 300 miles on them and am not impressed with the grip in dry weather. I have not had them on wet pavement yet and this is my biggest area of concern.

They aren't nearly as good traction wise as the Michlen Harmony's that I have on the other Echo. Thanks, John
 
Capitol tires are made by Nexen Tire in S. Korea. They compete with the other Korean brands like Kumho and Hankook. Have a couple friends running their LT tires on trucks but don't know anyone running the passenger car tires. I do know one thing, they're prices are definitely low!
