Well, he's just making it harder to introduce alien tech. If you just released all that stuff at once ...the culture shock is more then one planet can withstand. You've got to introduce it on an "as needed" basis so you can pretend to do all kinds of R&D and ..just in the nick of time ..pull the rabbit out of a hat. In this manner the population gets used to the notion "they'll think of something" ..since "they" always do. Hence, our fine shepherds are in a pickle. They want to release all this neat stuff ..everything ..from warp field generators to atmospheric conditioning devices ..but first they need to make them absolutely necessary ..otherwise ..it's just plain chaos in the paradigm shifts of the masses.

So ..what can "they" do

They're left no other choice but to make situations so bad to allow these technologies look like remedies.

They're succeeding in the degradation phase of the program ..so expect amazing things to occur ..any day now.
