Explain speed rating T vs. H vs. V

Does your Malibu have a speed govenor. I have noticed with several GM vehicles have governors and that would keep you from exceeding the speed rating of the tire they chose for that vehicle (for whatever reason they choose a tire).

most cars have governors built in, it's a feeble attempt at lawyer-proofing. And yes, they are often related to the OEM tires' specs.
 
We have a 1996 Olds Aurora in our extended family. If you bought the "standard" package with lower speed rated tires, the top speed limiter would not allow you to exceed the speed rating of the tires, which I think was 109 mph.

However, if you bought the "autobahn" package that included higher speed rated tires, the top speed limiter was set to something more like 130 mph.

Needless to say, we got a car with the "autobahn" package
