HIR1 is another name for 9011. It is a standard with specific geometric design, electrical properties, and the amount of light given off by the bulb.
Not all 9011/HIR1 bulbs actually have the HIR coating. In fact, the recent ones don't.
Even if it did have the coating, they will not be externally cooler than 9005 bulbs. However, they will not be hotter, either. It reflects inwards, towards the filament in the center of the bulb.
