Looks more like marketing,("Winter Blend"). This oil may or may not have a better base oil. Group II with a splast of Group III. Doesn't look like anything special for the information that you have provided. How much is it?

Oily: The price sounds competative I suppose!
Look at it this way! It's not going to hurt any thing and if the price is respectable for your area, certainly buy it. $2.00 per qt./lt. Canadian sounds very reasonable to me considering that most synthetic blend oils in my area are $2.59 per qt. U.S. and often more.
