Mower revs up/down when cold

My honda mower revs up and down for a good 7 minutes when cold. It also needs the choke on for a good minute or so.
It didn't use to do it when new but has been doing it for the last 5 years.
Spark plug is new. Oil is new and M1 5W30.

Any idea when would cause the rev oscillation? It changes from low rev (almost stalling) to high rev every 2 seconds.
 
Had the same issue on my HHR mower. Took the carb off & cleaned it with carb cleaner. Worked great until next year when I forgot to drain out the fuel over winter. Bought a new carb online for about $40 & it's been good as long as I use fuel stabilizer or empty the fuel tank before storage

My 16 year old John Deere Briggs engine does this from time to time or just shuts down,,,,I just pull the airfilter, spray carb cleaner in the carb, restart engine and all is well. Clean or replace the airfilter once or twice a year, but I cut about 9 acres a month with it.....lots of dust and such...old 18 hp ,twin Briggs....
 
carb problem of some type.

IF new carb is about 30$ might just be a good investment.
