I used to drive those things, for a while.
The first engine controls the brakes for the entire train (airline), everybody knows the speed limit of both the train (depends on the weight and how many wagons have brakes) and that section of the line, and if the lead engine isn't braking, it's pulling thus the other engines pull aswell (up to the speed limit).
