With the lower unit out should I be able to turn the input shaft somewhat easily by hand?

After water pump change I am reinstalling the lower unit and it stops at about 1" from where it needs to go. If I drop it 1/4" and push up it sounds like a solid metal clunk when it stops. I have turned the input shaft very slightly one direction then the other in case the issue was splines not lining up.

The summer days are rolling by fast.

A lot of times you have to turn the shaft more than just slightly in order to get them to go in. Spines on both the lower unit shaft, and the drive shaft itself can be real finicky. Got to wiggle and turn in order for it to seat. And yes, if it is off by even a bit, it will sound like you are running into a solid wall.
 
Should I be able to turn the input shaft by hand (with my fingers, no tool) in order to get the splines to line up?

Also if the drive is in "F", then the prop shaft should lock up if I turn the prop shaft CCW? Is that right?
