Intake port velocity?

I vote for forced induction, in particular, a supercharger coupled with a low restriction exhaust and plenty of camshaft overlap. That will certainly get the intake velocity up.

Of course, the obvious always applies. Increase RPM and reduce throttle plate/intake/airfilter restrictions.

Rod length has less of an effect on breathing than it does on engine friction. Whatever increase that may be gotten in volumetric efficiency is absorbed by the increase in engine friction.
