snapper blade control is stiff

21 inch self propelled snapper, bought from a neighbor, mower is 3 years old, not used a lot,, on one of the cable operated items the "blade control" is stiff. this is the bail that your hand pulls up to the handle, and stops the blade.
where do you lube it? I have started spraying lube down the tube sheath, no big changes yet - I sprayed some at the edge of the assembly next to the cowling- where is it most likely to need lube?
Is there a diagram anywhere?

You can disassemble the entire cable, pulling the center steel out of the sheath; it's likely just a bit rusted/corroded. Motor oil has worked for me in the past, both lubing up the cable and getting some oil into the sheath before reinserting the cable. You could also use grease, but the oil trick always worked for me.

Just be careful if the end is frayed though, you will have trouble getting it back in/through and may have to cut the entire thing a little shorter, if you have the slack.
 
TRI-FLOW DRY.

Lube both ends of the cable where it enters the sheath.
