Resurfacing Brake Rotors

Well I personally think the rotors are not of the same quality they were back in the 1990's. The reason I say that is, I live in Minnesota and my rotors looked fine, even after 10 or 12 years. Now I inspect my RAV4 rotors at year 6 and they are terrible, all swelled up on the outer edge to the point of ruining my pads. Could it be cheaper cast iron?
