Delta-p means difference (delta) in pressure. Also sometimes called 'PSID', meaning PSI Delta.

Its the change in pressure between the inlet and outlet of the filter due to the resistance to flow of the oil being force through the oil filter by the oil pump.

Here's a graph of what a typical good flowing oil filter will produce in delta-p vs flow with hot 5W-30 oil.

Yes, a good flowing filter will only drop 4~5 PSI through the filter at around 10 GPM flow of hot oil (200+ deg F).
