paint for rusty trailer

I have an older 8 x 10 foot single axle trailer that is fairly rusty. I'm going to install a new light kit on it. Before i do i though about hitting it with some rust convertor and paint.

I don't want to spend a ton on it as it is just a trailer for hauling, but it could look better.

I was thinking of using this for a rust treatment. Its $25 a gallon.

What should i top coat it with?

That rust treatment looks like it's just a cleaner not a primer. Maybe it'd be good to just take a wire brush to the loose rust and then coat it with a rusty metal primer.
 
I wouldn't use any of the HD or Lowe's products for rust-proofing. For the frame of a vehicle I'd go with Eastwood's anti-rust products like Corroless or POR15....that is if you're looking for 10-20 yr longevity. I always found the big box store anti-rust items to be fairly weak and generic. Maybe you get a few years out of those. I'd rather use the strongest product and do it only once. Eastwood and other companies have been specializing in automobile and marine anti-rust treatments for at least 30 years.
