What am I looking at? The pic is so poor it's tough to say. If I had to guess, I'd say airless tire?
 
I saw it at a stoplight, considering my current location and the plates on the car, I'd say it is a prototype...
 
There was a full size truck with some I saw around here a while back. I guess they are doing some field testing.

Are these supposed to be self cleaning? Imagine how much mud snow or ice could build up inside the spokes...
 
I'm trying to imagine how much water would be sprayed onto bystanders, when you drive through puddle/standing water on a city street.

I bet they could not be kept in balance under those conditions.
 
All good questions.

This was on a first generation Mazda 3 and it had plain white plates that said "research" on them. It was very close to Michelin North America,Inc. HQ.

It is hard to tell, but it is quite a bit larger than the factory size would have been, also the tread area of the tire is much wider than the wheel.
