A man wearing all black clothes, black shoes, and a black hat was walking down a street. The street lamps are off. A black car with its headlights off comes speeding down the road, but misses the man barely. How did the driver see the man?

Well since the OP said the driver and vehicle were observed then that means the wave function has collapsed. Otherwise the car would have interfered with itself and created a typical interference pattern

Bottom line it is fortunate for the car, the driver and the pedestrian that they were observed...

It was nighttime and it was snowing.

Who said that the driver did see the man? The man in black was on a street just off the road that the car was on. The man in black was preparing to cross the road, but didn't, just in time for the car to miss him.
