Can someone explain Dexos 1 to me?

This is a very good summary of various ACEA specs and OEM specs. dexos1 isn't there but it's basically ACEA A5/B5. dexos2 is basically C3/C4. PSA B71 2312 is nothing but C1/C2 restricted to low-HTHSV 0W-30 viscosity (low-HTHSV 5W-30 not allowed).

Isn't dexos2 also suitable for at least some GM gasoline applications in Europe? I know it's not used for GM gassers specifically in North America, but Castrol 5w-30 dexos2 is also SN.
