Block spam Face Time requests?

My daughter's "phone", which is my old iPhone 4s that is not activated, stays at home, runs on Wi-Fi only, and still using my old Apple ID, received a random Face Time request today, from a local number we don't know. Likely some sort of spam/robo-call. That's really scary if that's the case -- a random audio caller that you can hang up on is one thing, but a random video call with an unknown person...you just can't unsee some things!

Is there a way to restrict incoming Face Time requests to only those folks in the Contacts list?

In iOs 8.? you can filter them as a setting for iMessages so only contacts allowed.

I recommend only allowing FaceTime requests to come through your phone number. Allowing requests from email opens up the door to spam.
