Infer what you'd like from my emphasis.

In NY they lift the vehicle enough to pull one wheel to check the brake pad. They do not lift up the vehicle for a saftey look underneath.

I was faced with this moral dilemma. The Rat came to me cat-less. Just a pipe. I know the rules, All cat equipped cars need to have a cat in place. I wouldn't dis-respect my local inspector with a straight pipe. He may have even recognized the cat, I harvested it from my last Grand Wag
