Hilarious local ordinance phrase

I was reading over a local ordinance and came upon this phrase in a list of prohibited activities in taverns.

" ... tought fabric covering portions of the male anatomy in a discernibly turgid state."

I love it!

I like the "no intoxication" rule in taverns.

It gives a person pause to wonder not only what you were searching for when you found that, but why it excited you so much that you needed to post it, followed up by the words "I love it!".

As part of my patriotic duty to country, I serve in a low level local position representing the people's voice.
It was my job to preview the words. And it is my job apparently to protect betrothed brides from finding themselves in a place of ill repute where the might gaze upon "portions of the male anatomy in a discernably turgid state."

All in a day's work (well actually 3 hours a month)
