Ya it is. The Michelin makes rain tires for the Whelen NASCAR Euro Series for use on ovals, but the ovals they race on are nothing compared to the ones here.
Michelin makes some good tires for motorsport.
Speaking of good, pretty sure Goodyear has an 'exclusive marketing partner' agreement with NASCAR's major league.
Quite certain I'd want no part of any oval racing (even with a dogleg!) with precipitation on the surface.
It doesn't look like the rain is going to stop long enough to get the race in today. I'm only 12 miles from the track, and my patio has been wet all day. The radar shows PIR in the middle of all green.

Ironically, I am using that size currently on all four corners for the summer set up, and that is the ONLY 16" diameter size I can use that Toyo still makes in their 100 tread wear, trackable, tires (RA-1/R888).
I get why they tried to race tonight and why they had to call the race early, but it sure sucks to set the Championship up that way. My driver, Smoke, was out after the first race of the season pretty much, so no fan allegiance there.

At least you weren't the world's biggest sucker for tire advertising, that would be me. Although I always bought good tires. My wife would ask why I was spending so much money on "plain old tires". My slam dunk excuse was, because there are only four small patches of rubber between you, me and God.
