But the EPA discovered the defeat device during "routine testing" in the fall of 1993, the Justice Department said.

That other companies have cheated in the past doesnt make it ok for VW to do so. This doesnt add anything to the conversation and just serves to try and distract from the topic.
Where did I say it was ok? Reading is fundamental...the topic is they cheated(again) and got caught. Guess what so did everyone else so why crucify them for something that has been done and will be done mostly likely so years to come.
