Agreed, most don't have a clue what a continually running means in a in a Ford EEC-IV system... BUT generally you should have multiple codes or no code output at all and yours doesn't seem to fit into that category... The continual running pump could just be a sticking F/P relay that's fed power from the EEC relay...
And for those who haven seen a leaking capacitor in a Ford EEC-IV computer, here's what we're talking about...
When mine had the bad cap it ran so rich when cold that it would foul plugs, why I mentioned checking plugs as if that was case it won't make any difference how old/new they are...
