GM Dexos 1 NOACK limit? AMSOIL confusion....

Reading through the September newsletter from Amsoil which contains a section discussing NOACK volatility. One of the paragraphs mentions the more stringent DEXOS 1 NOACK limits of less than 12% weight loss? We commonly discuss this around here and the typically claimed (myself included) number is < 13%.

Are there different limits for certain weight oils? Very few 0W-20 oils come in under 12% including Amsoils own XL and OE lines in various 20w flavors, nor do M1, PP, or VSP 0W-20 which are all Dexos licensed. Is this just a technical misprint?
 
M1 0w20 from last info I have seen is just over 8.0 you want Amsoil you going to have to run SS

API limit is 15%, most of the Euro's have a limit of 10%.
 
So what are oils doing these days? Do they start out a 30 grade, shear to a 20 then thicken to a 40 if left in?

NOACK just means the oil vaporizes (disappears) and you are more likely to have to add oil to a sump with a high percentage NOACK?

General Motors’ dexos1™:2015 products are expected to be introduced by early 2016, with mandatory use by August 2016. Since GM is on a different trajectory to ILSAC GF-6, additive companies and marketers will now need to turn their attention to developing new products that will meet this specification in time to meet the latest deadline

The new specification is a mix of old and new tests and not all tests are readily available, creating additional risk for marketers and additive companies. GM also requires all new approvals to be supported by current testing executed post the first date of the initial specification.

With limited test capacity, and no BOI/VGRA available for now, this will be both an expensive and complex investment for the industry.
This could lead to fewer approvals since all these products will also need to be updated to meet ILSAC GF-6 in an 18-24 month period. This effort is likely to strain overall industry test capacity, considering that many of the existing tests were nearing the end of their lives, not counting the dexos1™ investments.
