As a participant in the activities of the USAF, it was explained to me this way:

For some part, the USAF is a service where the enlisted sit back @ the base and send all the officers into combat. There is 'zero' incentive to 'P.O.' the enlisted man as an officer since your own life might depend on it and theirs does not. You want your guys relaxed and stress free as they work repacking your chute. (no, not that)

This explains the "made to order" omelettes on Sundays in tech school and a dining hall that looks more "Bob Evans" than chow hall (complete with people busing the trays, of which I disapprove)
