Looks like a motorcycle filter possibly. I have a couple of old genuine Mazda oil filters, p/n B6Y1 14 302 (Made in Japan) laying around from when I had an RX-7. They must be 20 years old, but still look new. Not sure I'd use any filter that old though.
 
I did some Googling, and I can't find any reference to a 4T19 filter. It looks like it might fit a Honda powered generator I have, but who knows?
 
With the HM Wing on it, it is almost assuredly a powersports filter.

Edit: I'm going to guess the 4t19 is some sort of date code or lot number, it was probably wrapped in cellophane with a part number on it when new, at least that has been their MO for some time...
