Our government would never accept the idea that they should adopt a budget and pay their bills as they go. What politician wants to operate on a budget, even if they knew what one was?

Our county does. We set an annual budget and every department is required to make it work-in the last 3 years the overall budget has been reduced by more than 10%. All of the counties in Iowa are required to have a balanced budget. Not all of the country is like your California.
