Would I be better off using an oil that is half the price and change it twice as much, or use an oil twice as expensive and change it half much?

What car? What driving conditions? In many cases, both are overpaying.

And factor in the sales/rebates that can make synthetic for the same price as dino.

It depends but possible depending on complete information 5,000 miles on M.S. and 10,000 on p.p...... it all depends.

It is a 2000 Dodge Stratus 2.4l with pretty mild temps but frequently drive in mountains and take short trips. The car also sits for weeks at a time sometimes if that matters.

Which would be better for the car?

Yes, it overheated and melted the oil cap. It still runs great and passed the head gasket test though!

You can go a lot further on both oils.....5 or 6K on the Mobil and 7 to 10K on the PP...

Wow, amazing!

The intervals you suggested are both grossly under utilizing both oils. If "cheapest" is your goal, a full syn run longer is usually less if it is run the proper extended interval it is capable of. Most don't do that though, even here.

The affordable Super run to 4-5k intervals would be just fine IMO.
