Coolant surge tank level misleading?

Having replaced all hoses and the surge tank I've been checking the coolant level several times first in the morning where the coolant is at the max cold level. When it's at operating temp, the level drops an inch below the max fill line and sometimes the "Low Coolant" light comes on and the reservoir is dry. I turn off the engine and the surge tank fills up with coolant up to the max fill line. I was thinking of adding coolant when hot so the level does not get way too low when at operating temp.
 
As long as it isn't puking into the road from being over fill you're fine.

And if it does, it's found its new level.
 
isn't it bizarre that the coolant level drops with increasing temperature? Coolant level should instead be rising in the expansion reservoir.

Not if the cooling system has trapped air within the volume. Sounds like the case here.

Agree with Nukeman and Merkava...you have air in the system.

Some cars have a specific procedure for refilling coolant to avoid this problem...
