front brake cylinders [4 total]are seized up ..installed 4 new ones and new pads ..i am having problems bleeding the brakes..i used a vacuum pump on the bleeders and and filled the oil reservoir full ..yes i watched the oil level when i bled the brakes and filled as needed ..am i missing something ??????

There is a good chance the vacuum pump is sucking air past the seals.. Then replace / rebuild the master cyl.

Try bleeding it the old fashioned way with a piece of tubing and a friend to help. Brakes were never spectacular with these machines even when new.
