Without seeing the application, and 'I could be wrong' but I'd be willing to go out on a limb and say that one would be a reboxed/rebadged OEM filter application using the Fram name. They do that for several low volume selling filters. The Kia OEM Mahle made cartridge is one such example.

If it sells enough eventually they bring it in house.

I don't think It has to do with filter area. The zig zag type media allows a cartridge type filter to be slightly crushed when installed, without damaging the media.I have noticed this on GM ecotec engines.
